Rick Brooks, Executive Director
Rick Brooks has served as the Executive Director of the Governor’s Workforce Board since November, 2011. Rick is responsible for developing policies and programs to improve the effectiveness and efficiency of the State’s workforce development system, increase the education and skill levels of RI workers, and address the workforce needs of RI employers.
Prior to coming to the Governor’s Workforce Board, Rick served for 17 years as the executive director of United Nurses and Allied Professionals, where he co-founded and guided the Stepping Up program – a health care career ladder program for entry-level employees and unemployed workers. Rick also served for seven years as associate director of the Institute for Labor Studies and Research, where he developed and delivered numerous worker education programs.
Rick received his undergraduate education at Brown University and Empire State College, SUNY. Rick also has a Master’s Degree in Labor Relations from the University of Rhode Island. Rick can be reached at (401) 462-8782.

Elizabeth Jardine (Ed.M., TESOL Program, Boston University), Chief of Program Development
Prior to joining the Governor’s Workforce Board, Elizabeth worked as a senior research associate for MPR Associates, Inc. in the Washington DC office managing a national standards implementation project for adult educators. She also produced a guide for Career and Technical Education state and local administrators on Programs of Study. Work included researching best practices to assist states with the design of career pathway programs in one or more of the 16 career clusters. At MPR, Elizabeth created performance-based funding formulas for six states. Elizabeth was part of the team that established the office of Adult Education at RIDE. Through this work she oversaw 38 funded programs and developed program and performance standards for adult education programs in RI. From 2006 to 2009, program performance increased 50%. Other work has included designing and implementing career pathways programs in healthcare and other high demand industries, integrating education and training with input from employers, labor, and educators. Dan Brown, Chief Implementation Aide
Dan provides program support to a variety of GWB initiatives, including overseeing tax credit awards. Dan comes to the GWB from the Rhode Island State House, where he served as administrative assistant/chief protocol officer for five years. Dan can be reached at (401) 462-8823.

Maureen Mooney, Office Manager
As office manager, Maureen serves as executive assistant to the GWB Executive Director and the Board and provides logistical and administrative support to the GWB staff. Maureen previously worked for higher education and human services organizations in administration and human resources. She began her state career in 2004 at the RI Department of Transportation and has served in her position at the GWB since 2007. Maureen can be reached at (401) 462-8864.

| Sherri Carello, Senior Monitoring and Evaluation Specialist
Sherri comes to GWB from the State Workforce Investment Office where she served as the Senior Monitor and Evaluation Specialist for a little over two years. Sherri has an extensive background in the non-profit sector with particular focus on workforce development and education programming. As Senior Monitor and Evaluation Specialist for the Governor’s Workforce Board, Sherri will be responsible for the coordination and implementation of the monitoring and evaluation activities for programs and initiative that improve the effectiveness and efficiency of the State’s Workforce Development System.
